 John McNelis      
Senior Director of Risk Management

Mr. McNelis has over 35 years of law enforcement experience.  He recently retired as the Undersheriff for the Steuben County Sheriff’s Office, a position he held for over 8 years. His previous law enforcement experience included a 22-year career with the New York State Police, where he spent the last 11 years as an Investigator in the Bureau of Criminal Investigation (BCI). Mr. McNelis also spent over 2 years in the NYSP Protective Services Detail, conducting risk assessments and providing personal protection to the NYS Governor and other dignitaries.

Mr. McNelis is a founding member of the Steuben County Behavioral Threat Assessment and Management (BTAM) Team. He is also an original member and current President of the NYS Sheriff’s Association Committee on Policing and Safeguarding Schools (C-PASS), as well as a federal DHS National Threat Evaluation and Reporting (NTER) Program Master Trainer.  Mr. McNelis has co-taught the DHS NTER platform across New York State with members of the NYS Domestic Terrorism Prevention Unit (DTPU).  While at the Sheriff’s Office, he supervised approximately 20 School Resource Officers and regularly collaborated with the 13 school districts within Steuben County on matters involving school safety and risk assessment. Mr. McNelis also served on his local school board for nearly 10 years, including 4 years as board President.
