 John D. McNelis
Senior Risk Manager
I have 35 years of law enforcement experience and am currently employed as the Undersheriff for the Steuben County Sheriff’s Office, a position I’ve held for over 8 years. I am a founding member and co-manager of the Steuben County Behavioral Threat Assessment and Management (BTAM) Team. I am also an original member and current President of the NYS Sheriff’s Association Committee on Policing and Safeguarding Schools (C-PASS), as well as a federal DHS National Threat Evaluation and Reporting (NTER) Program Master Trainer. I have co-taught the DHS NTER platform across New York State with members of the NYS Domestic Terrorism Prevention Unit (DTPU). Additionally, I am a member of the Association of Threat Assessment Professionals (ATAP). Since 2013, I have been a strong proponent of risk and threat assessment, and my advocacy in this area has intensified in my role as Undersheriff. I currently supervise approximately 20 School Resource Officers and regularly collaborate with the 13 school districts within Steuben County on matters involving school safety and risk assessment. I also served on my local school board for nearly 10 years, including 4 years as board President. My previous law enforcement experience includes a 22-year career with the New York State Police, where I spent the last 11 years as an Investigator in the Bureau of Criminal Investigation (BCI). I also spent over 2 years in the NYSP Protective Services Detail, conducting risk assessments and providing personal protection to the NYS Governor and other dignitaries. I hold a Bachelor of Arts degree in Psychology and have been married to my wife, Beth, for nearly 31 years. Together, we have three beautiful children.
